To articles in the latest issue of Arizona review, a publication of the University of Arizona's division of economic and business research, outlines Arizona's energy situation and offers some basic policy guidelines to be followed in the quest for fuel. Dr. Clark Hawkins, you're a professor of finance insurance and real estate says that three fourths of the state's energy supplies imported as oil and natural gas and as gas becomes scarcer in the next 10 years, more expensive energy resources must be developed. You have a economics professor and fuel expert Dr. Helmut Frank says that Arizona fuel importing state must encourage the develop Have those of its resources which have a solid economic basis. In other words, those whose costs can match that of supplies from outside such as solar energy, coal and gas sources now being developed on the Alaska North Slope, and coal reserves on the Navajo and Hopi reservations. Frank also suggested and approach midway between to strict environmental controls and no environmental controls be adopted, that electrical rates be revised to reflect load factors, distribution costs and time of year, and the rejection of the idea that any single state agency or all encompassing energy policy can meet future energy needs. Both Clark and Frank agree that decisions on Arizona's future energy policy must be made now. A university of Arizona psychology professor Dr. Marvin Kahn, recently spent six months in Townsville, Australia, where he helped establish a mental health service for Aborigines staffed by the aborigines themselves. Khan, who was director of the aurveys clinical psychology program until this year when he returned to full time teaching helped organize a similar program in 1969. On the Papago reservation and sells Arizona, Kahn said the aborigines in Pappa NGOs have many of the same problems such as alcoholism, marital strife and disturbed children. Kahn said he selected four women and one man as trainees for the program. He said the trainees education was at a significant consideration, because there are many people with relatively little formal education who are quite perceptive understanding and self taught.
